This shirt is an original keepsake from a 1993 tour of Unlimited Hydroplanes, probably an early incarnation of H1 Unlimited racing league or a competitor selling. These sort of boat races are sanctioned by the American Power Boat Association.

Hydroplanes aka thunderboats are very unique motorboats used exclusively for racing. They do not float atop water like traditional vessels. Instead, they use high speeds to reach a state of planing- where only a tiny bit of their hull makes contact with water. Water is only used to propel and steer the boat.
