Merganser? Looks like one with it's white topped head.

It is made on a circle(disc) of wood(with hole in the middle), head and tail attached.

Painted white, black, and grey bill

The disc measures 5 inches in diameter by 1 1/2 thick. The whole bird measures selling 4 inches tall by 9 1/2 inches from bill tip to tail tip.
